Lock down, configure and support every frontline device from one console — on a fixed annual licence, not a per-device fee.
Councils run fleets of Android tablets and handsets for housing officers, social workers, parking enforcement, libraries, waste crews and passenger transport. NHZ Global supplies a customised mobile device management (MDM) platform built on the open-source Headwind MDM core, extended with our own plug-ins for public-sector field work, and licensed with a UK support contract. It is in service with London borough councils today.
The problem with the usual options
Commercial MDM suites are priced per device per month, so a borough with a few hundred devices pays tens of thousands a year for features it never uses, through a vendor it never speaks to. Without MDM at all, devices drift: staff change settings, install personal apps, miss updates, and a lost tablet becomes a data-protection incident. Council IT teams need something that fits public-sector procurement, can be supported locally and does exactly what frontline services need.
What the platform does
- Kiosk launcher — each device shows only the approved council apps; settings, browser and app store are locked away
- Remote policy and configuration — Wi-Fi profiles, security settings, passcodes and restrictions pushed silently to every device
- Silent app deployment and updates — roll out a new version of a case-management or transport app overnight
- Inventory and location — every device, who has it, where it was last seen, battery and storage status
- Lost or stolen — remote lock, message, locate and wipe
- Field plug-ins we wrote for councils — pager/messaging, photo capture to a case record, managed contacts and Wi-Fi manager
- Hosted or on-premise — run in the council's own data centre or on UK cloud hosting managed by us

Rollout
- Scoping — device estate, services using them, apps, security policy and hosting preference
- Build and configure — console, policies, kiosk profiles and any custom plug-ins
- Pilot with one service (housing or transport is typical) for two to four weeks
- Enrolment — bulk-provisioned new devices or in-place enrolment of existing ones
- Handover and training for the IT team, then annual licence with support

Frequently asked questions
Which devices are supported?
Android phones, tablets and rugged handhelds from Android 6 onwards, including Samsung Knox-capable devices. We advise on device selection for each service.
Is it secure enough for council data?
Yes — encrypted transport, role-based console access, full audit log, and the option to host entirely inside the council's own network. We complete security questionnaires and supply data-processing terms as standard.
Can we manage devices for more than one service or department?
Yes. Devices are grouped by service with their own policies, apps and administrators, all in one console.
What happens if a device is lost?
Lock it, show a return message, locate it and, if necessary, wipe it remotely from the console within seconds.
How does pricing compare?
A fixed annual licence for the council rather than a per-device subscription. For estates of a few hundred devices the saving against commercial MDM is usually substantial; ask us for a like-for-like comparison.
